Tri-Agency Grants Management Solution (TGMS) Initiative

Overview

The three federal granting agencies, the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council (NSERC), and the Social Sciences and Humanities Research Council (SSHRC) have embarked on an initiative to modernize their grants management systems to better support applicants, administrators, and reviewers during the grants management lifecycle. The resulting Tri-Agency Grants Management Solution (TGMS) will provide the research and innovation community with a more streamlined and user-friendly experience when applying for and managing research grants.

Benefits

The TGMS initiative will procure a user-centric solution that will support the grants management lifecycle (i.e., from program design to end-of-grant reporting, which includes the function currently provided by the Canadian Common CV) to achieve the following benefits.  

  • Improved user experience for applicants, reviewers, and administrative staff  
  • Increased ability to acquire high-quality data and report on research results
  • Reduced risk of aging technologies, providing a strong foundation for the future, and improving efficiency during grant submissions

Project Timeline

The Project is currently in the ‘Implementation Phase’.

Updates

  • October 31, 2024: The granting councils will be transitioning away from the Canadian Common CV (CCV) to a new narrative-style CV for funding competitions, as communicated in the Tri-agency Presidents’ message. The new Tri-agency CV will serve as the CV component of TGMS when it launches next year. Details about the TGMS implementation plan will be shared in the coming months.
  • October 21, 2024: The TGMS initiative has obtained the necessary authorization from the Treasury Board of Canada to begin the Implementation phase. Funding opportunities will be onboarded to TGMS beginning in 2025.
  • October 21, 2024: The Implementation phase will consist of the following three aspects.
    • Comparing the solution’s out-of-the-box capabilities to user needs and identifying gaps
    • Collaborating with users to co-design the solution, ensuring the solution meets user needs
    • Gradually onboarding funding opportunities to TGMS.
       
  • October 25, 2022: The TGMS team reached another significant procurement milestone by launching the Request for proposals. This step will result in the selection of a vendor to help with the configuration of the solution. This, along with obtaining Treasury Board authorities, will allow the team to start the Implementation phase.
  • May 27, 2022: The TGMS team is pleased to announce that following a competitive procurement process through Shared Services Canada, the Microsoft Power Platform has been chosen as the platform that will support the TGMS. The TGMS project’s next milestone is the second phase in the procurement process – selecting a vendor to help with the configuration of the solution. Once this is completed, the TGMS team will seek final approvals from the Government of Canada and engagement activities will increase.
  • November 25, 2021: TGMS received project approval and expenditure authorities from the Government of Canada to move forward with the next phases of the TGMS procurement process. TGMS is now starting the competitive process to selecting a solution and a specialized implementation provider to launch the new solution.
