Tri-Agency Research Data Management Policy

A Message from Professor Leah Cowen, Vice-President, Research and Innovation, and Strategic Initiatives

March 18, 2021 (Updated February 24, 2023)

In March 2021, the Canadian Institutes of Health Research, the Natural Sciences and Engineering Research Council of Canada, and the Social Sciences and Humanities Research Council of Canada announced the launch of the Tri-Agency Research Data Management Policy (the Policy).

The agencies plan to implement the Policy incrementally. Key components include:

  • Data management plans: The agencies have identified an initial set of funding opportunities that will require researchers to submit a Data Management Plan (DMP) with their applications.
  • Institutional strategies: By March 1, 2023, the University must have developed and posted its RDM strategies and notify the agencies when it has been completed.
  • Data deposit: After reviewing the institutional strategies and in line with the readiness of the Canadian research community, the agencies will phase in the data deposit requirement.

We have been anticipating the announcement of this policy for several years, and had consulted extensively to inform our institutional response to the 2018 draft policy. Work has already been done to prepare for the Policy including development of infrastructure and supports.

Working closely with the academic divisions, the University Chief Librarian, Chief Information Officer, and colleagues in the Division of the Vice-President, Research & Innovation, we have developed the University of Toronto Institutional Research Data Management Strategy.
