In July 2021, the Government of Canada introduced the National Security Guidelines for Research Partnerships (NSGRP). These guidelines integrate national security considerations for certain funding opportunities where researchers are working with one or more private sector partner organizations.
Private sector partner organizations include the following.
- For-profit organizations (excluding any Canadian Crown Corporations)
- Organizations that assist, support, connect and/or represent the common interests of a group of for-profit organizations, such as an industry association or a formal or informal consortium, but excluding producer groups.
 
Funding opportunities will indicate if the NSGRP applies. Currently, the NSGRP applies to the following.
For funding opportunities where the NSGRP apply, researchers are required to complete The National Security Guidelines for Research Partnerships’ Risk Assessment Form (NSGRP RAF) as part of the application process. The NSGRP RAF requires applicants to identify possible risks associated with the research and the partner and, for these risks, outlining appropriate mitigation strategies.

When granting agencies conduct NSGRP reviews, they will analyze research security risks for all partners, and all listed individuals on the application. The granting agencies may also conduct bibliometric reviews and may consider all co-authors on publications. The risk review will consider partners of the partner to be in-scope.
If the applicable granting agency determines that additional information is required to address research security concerns, the agency will contact the researcher directly. Researchers can request the Research Security Team’s assistance with this process at researchsecurity@utoronto.ca.
Principal Investigators (PIs) amy be required to update the funding agency or submit an updated Risk Assesment Form in the nature of the research or the private sector partner changes.
